Alternatively (and far more realistically), you can hack the shutdown/reboot/halt application (depending on which is being called) so that at the same time it prints "Power Down" on the (non-existent) monitor, it blinks the LEDs. But I'm not sure this falls into the "simple solutions" category.
Still, it sounds like a useful project for some folks, so perhaps someone has already done the hacking and has a package for it; but I'm unaware of any such package.
