woody installation problems

I am trying to install debian 3.0 for the first time on an intel386 system from the cd images I burned. Unfortunately, debian can't see the files it needs on the cd even though I can see the files on any other computer. Debian can even see the file structure on the cd, just not the files. Is this some kind of cd format issue, or a bug?
