If I'm remembering right, gallery has the ability to run with php in safe mode, it just loses a feature or two, mainly dealing with how "pretty" the urls look. If you do a search on php and safe-mode though, you'll find a lot of people that don't consider safe-mode to be much (if any) of a security enhancement at all. There are other ways they recommend watch security on your server if you're worried about php being abused.
