It does nothing.  Alt + A does select everything.

Under my WindowMaker WM I can run Ctrl+Shift+M to maximize a window, so I know that the key combination isn't completely (or fundamentally) out of whack. And just to be certain, I don't have anything else that I can see in the WMPrefs file that is defined for the Ctrl + Shift + A buttons.

I think I also noticed this under Mozilla + SuSE 9.0 a while back, before I dumped it and installed Debian. But I'm surpised to see the problem continue here.
