signature check failed

I've been trying off and on to install Debian Woody from CD base +  
network apt (under dselect) on a different machine (it doesn't work,  
yet).  I have had good luck downloading and rotten luck installing  
packages downloaded.  With recent availability of more package updates  
my current count of uninstalled packages is 305.  I started trying to  
install last Fall but ran into
"Authenticating /var/cache/apt/archives/<package>.deb
debsig:  Origin signature check failed.  This deb might not be  
signed."

On the face of it this looks benign as it claims it will try to install  
other packages and this might cause duplicate installation attempts.  I  
hit <Enter> to proceed and it fails immediately, sending me back to the  
dselect menu.  Most recently I allowed a dselect-inspired ("required")  
upgrade of bsdutils_1%3a2.11n-7_i386.deb which failed in this manner  
and subsequently complains
"/usr/bin/dpkg returned an error code (1)"

I have been quite enamored of the Debian package management system and  
still enjoy the availability of new packages and level of user control  
afforded by dselect.  On the other hand, I don't know how to get past  
the debsig errors.

I searched the debian-user mailing list archives and don't see any  
recent mention of this topic.  It also didn't appear in the known bugs/ 
issues list for "woody".

Has anyone else seen this problem?  Does someone else know how to  
reconfigure or what needs to be updated to make this work?
