That is 3c5x9cfg.exe, Google that to find it.
I've had problems with 3c509 conflicting my sb16. They both wanted to be on io port 0x220. Reconfiguring 3c509 to use a different port with a setup utility mentioned by Greg should allow you to change the settings.
You could also try temporarily removing a sound blaster card.
