if you man apt-get and dpkg, you will see dpkg for sure (maybe not apt-get) has a --force-something option. Choose (and/or) try the one that is better for you, then
dpkg -i --force-something /var/cache/apt/archives/kdelibs-data_4%3a3.2.2-2_all.deb the overwrite error should become only a warning, and you will have you package installed.
