In my personal experience, Paypal has a long history of not delivering for non-US people, including not accepting accounts at all, mandating transfers into US dollars, unhelpful customer service attitudes etc. Don't know what they're like now because I long ago took the decision to have nothing further to do with them :)
I buy my books elsewhere too.
I like to support small, local business.
I refuse to have credit cards (if it wasn't for them, we would still have a banking service in rural Australia), and the local book shop has imported books for me regularly. It's important to cultivate a global community, but while you're doing that, you don't have to destroy your own backyard.
