is a fault between the street and the incoming junction box in my house, which is only apparent when powered up?This is what the original tech. meant.

In most installations, the public utility stops at the street, and you are responsible for everything coming onto the property.
Sometimes public utility staff are authorised to fix it for you, but in other environments it's your responsibility, and you have to pay an independent tradesman to come in and do the repair.
