It doesn't. It determines which filesystems will be checked in parallel
during boot. man 5 fstab.
Usually its best to avoid parallel fsck'ing on the same physical disk,
whereas its a good thing when you have more than one disk.

Aren't you thinking of the -c and -i options on tune2fs ? /etc/fstab
does not specify how often things should be checked.
