Never log in as root (or on a Windows box, as Administrator, similarly, don't create new administrator accounts on a Windows box, but that's a whole'nother story). If this isn't desirable, try as root, /etc/init.d/pppoe start (and swap start for stop when you're done). I'm not entirely sure, since I won't use an internet provider trying to screw me out of service. PPPoE/A is used nearly exclusively on DSL ISPs who want to be able to "hang up" on customers or play games with PPP to limit bandwidth.
