The real issue here is the font the terminal is using (I'm assuming X terminal? if it's on the console then try consolechars -f alt-8x16 as root). You need a vga font capable of displaying the 8-bit ansi graphics. Try http://www.dreaming.org/~giles/bashprompt/xfonts/ for a collection of links to such fonts and how to install them on your font server.
