First run command grub. Then run command install at the grup prompt.

grub> install (hdx,x)/path/to/stage1 (fd0) (hdx,x)/path/to/stage2 p
(fd0)/path/to/menu.lst

You should make a file system on the floppy and create a file menu.lst.
