Si quieres prueba a hacer lo siguiente, que es lo que me funciono a mi para arreglar el problema de las locales:
$ dpkg-reconfigure -plow locales Eliges el es_ES ISO-8859-1 y a continuacion cuando te pregunte, evidentemente eliges es_ES y te genera las locales. Asi consegui yo arreglar este molesto mensaje que te dice siempre que lo arregles ;( Espero haberte ayudado.
