No seu httpd.conf localize:

<Directory />
   Options FollowSymLinks
   AllowOverride None
   Order deny,allow
   Deny from all
</Directory>


e substitua por:

<Directory />
   Options FollowSymLinks
   AllowOverride None
   Order deny,allow
   Allow from all
</Directory>
