Whatever this is it is likely fixed in the newer daily CD builds.

Depends. The US mirror is already load-balanced; it's got several
dispersed computers behind it.

You can do those steps in either order, or repeat either without
worrying about the other. They're not connected.

This is a known bug, although AFAIK running it manually should work.
