I have manually verified that the net-retriever in net-initrd.gz from http://people.debian.org/~tfheen/d-i/images/2002-12-07/cvs/net-initrd.gz (md5sum d14a3e41cf8e1dcaab7c5fec2b39ea1d) does _not_ link against libdebconf.so.0.3.
