It doesn't exist any more. It used to be 128 bits for some time (I think it's still 128 bits for undeclared secret-key crypto-systems, but IANAL), and since the 15th of July 2002, the key size is *unlimited* AIUI for GnuPG and OpenSSL (because they have been declared to the appropriate authority---the DCSSI---which delivered authorizations that expire in July 2007).
