I had the same problem. The sshd_config file is correct for ssh 1 but
wrong for ssh 2.
You should have something like this:
HostKey /etc/ssh/ssh_host_key
HostKey /etc/ssh/ssh_host_rsa_key
HostKey /etc/ssh/ssh_host_dsa_key
You should probably dpkg-reconfigure ssh and produce a new config file.
