You discovered the wonders of virtual hosting. Both non-us.debian.org and security.debian.org are on the same machine (also known as pandora.debian.org). Depending on what hostname you use to access it, you get a slightly different directory hierarchy. I'm not quite sure what your question is however. You won't get non-us security updates by putting deb http://security.debian.org/debian-non-US potato/non-US main in sources.list because that is the same as the line deb http://non-us.debian.org/debian-non-US potato/non-US main which I presume you already have.
