Tim, I think you are looking in the wrong direction. The potential for a solution of your problem, i.e. a customised Debian distribution, is already present in the package pools system, which were implemented for this very reason (among others). The "testing" distribution is a (working and useful) proof of concept for this, and is automatically generated from the package pool. Use that as a guideline and create a new script that picks deb source packages from the pool, compiles them for the architectures you want, with the correct dependencies, builds the binary packages and gets together a whole new branch of Debian (which I am sure many people would find useful). That being said, why don't we (anybody interested in this discussion) move this out of debian-security? I don't really think this is the place for it.
