Re: pandas 1.3.5+dfsg-2 autopkgtest failures

pandas has now migrated (on both Debian and Ubuntu).

I have uploaded versions of statsmodels and snakemake that should 
(almost always) avoid these test failures, and reported the partd 
failure as #1005045.
