It's not as serious as it looks, and it's mostly the source files that are
wrong, not d/copyright. See https://github.com/hfst/hfst/issues/494 for
history - in 2021 I confirmed with upstream that the intended license is "3
or later", but not all files were changed to say so. I suppose I could do
that, but that would have to wait for next upstream release.

The remaining minor issues are fixed in git
https://salsa.debian.org/science-team/hfst/-/commit/09c9a9d2 so they'll be
in next upload, which would be -3 as I already made a -2 to fix a piuparts
issue. Also added a comment until upstream files are corrected.

Would you prefer I upload -3, or can -2 be accepted and the rest wait for
next release?
