Looking at the transition tracker [1], I see:

opm-simulators in dependency level 1

opm-common in dependency level 2

opm-simulators failed when it was built before opm-common.

debian/control of opm-simulators has a Build-Depends on
libopm-grid-dev, which in turn has a dependency on libopm-common-dev.

I believe this can be solved for future transitions if opm-simulators
had an explicit Build-Depends on libopm-common-dev, so Ben would place
opm-simulators in a higher dependency level than opm-common, ensuring
that opm-common is rebuilt before opm-simulators.
