The sumo package does not have an override for dh_installdocs in its debian/rules, so maybe this is debhelper's fault, but it could also be the case that this line: cd $(BUILDDIR) && $(MAKE) doxygen produces a "tainted" tree which makes dh_installdocs to fail. As always, I can create a VM for you to reproduce if it helps (please contact me privately for that), with the logical caveat that it happens only 50% of the time.
