My guess is that the LICENSE file is authoritative (GPL2) and setup.cfg
was a copy&paste that should be updated. But upstream should make it
consistent.
While clarifying that, should also confirm, looks like the license is
straight GPL2, not GPL2 or later. Perhaps upstream intended "or later",
but it's not declared explicitly (Clause 9 allows "or later" but it
needs to be declared).
