It's very odd that they make it difficult to deal with.
The offending definition looks like OPT in
/usr/lib/python3.7/config-3.7m-x86_64-linux-gnu/Makefile
But despite the "helpful" advices on stackoverflow,
OPT="" /usr/bin/python3 setup.py build
fails to override it.
