I don't think we need this test anymore. Judging from the test file, it
was added for Ruby 2.5 and 2.7. And if the certificates and keys have
been renewed to fit the requirements of SECLEVEL 2, then there is no
need for that anymore. In that case, you might want to remove the
special casing for the SSL tests in debian/ruby-tests.rake as well.
