I have working patches for at least 1.9.3 and 2.2.2 that I'd be happy to share. They're based on two patches in ruby-build's Wiki: https://github.com/rbenv/ruby-build/wiki#openssl-sslv3_method-undeclared-error and https://github.com/rbenv/ruby-build/wiki#openssl-bindings-on-debian.
