just to drop this here, no time yet to report a proper bug.
just noticed that the ruby-locale update seems to break apt-listbugs package
(via ruby-gettext).

Downgrading ruby-locale from 2.1.0-1 -> 2.0.9-1 fixes the problem.

/usr/lib/ruby/vendor_ruby/locale/util/memoizable.rb (was still present in 2.0.9)
Not sure if that should be reported upstream or the package getting some breaks
until ruby-gettext is updated.
