The encryption issue seems to be an issue of trust with GPG. AFAICS you need to trust the recipients key. When I tested to send encrypted emails it works if I trust the recipients key. (Both for sign+encrypt and encrypt only.) Can you please try to either edit trust for the recipients key and check if that works. You can read about it on gnupg-users [0,1].
