I see that Xen does indeed Build-Depend on libssl-dev. However, none of the binary packages Depend on anything containing `ssl'. I think the libssl check in configure.ac and the corresponding libssl-dev build-dep is cruft. I'm investigating. So in fact I think, despite appearances, neither src:xen nor any of the binaries it generates is entangled with openssl. Anyway, #812166 was fixed upstream in 4.7.0 anyway, so is fixed in sid/stretch. I'm closing that bug with this message. Thanks, Ian.
