It is resolved in the sense it was agreed to make this RC, but I still expected the release policy to be updated accordingly: https://release.debian.org/stretch/rc_policy.txt before closing this report. [ Not that updating the policy is particularly helpful. In fact, current policy already says "packages must autobuild" and there are still people who downgrade RC bugs about missing build-dependencies to "normal"... ]. Thanks.
