I don't see why it would. Yes, rdnssd-udeb is used by netcfg in the
d-i environment but network-manager is not present there, and
in-target network-manager will certainly get installed for most
tasksel options, but rdnssd will not.
So I don't see any reason to expect conflict.
AFAICS, buxy said that both packages get pulled in in a default
installation.
As I am note sure, I'll leave this request to more knowledgeable
people.
