I recently reproduced this bug on a plain piuparts install test of education-desktop-lxde with --install-recommends (#775149). There was no debconf database corruption involved, just an "unfortnate" install sequence of unpacking and configuring packages. I can confirm that the proposed patch fixes this install issue.
