I don't know what instructions you are referring to, but we cannot unblock packages that are not in unstable. It is possible to ask for pre-approval for changes, but in that case, you should mention that in the bug report. The change you proposed looks reasonable, but based on the timing, it can only be accepted if you upload this version soon.
