I uploaded postgresql-8.4_8.4.13-1.dsc to unstable now, to unbreak the upgrade from Wheezy. There is no effective diff in the code, only a new changelog entry in debian/, and one new Russian gettext translation .mo file for PL/Perl. But I can file a proper unblock bug with a debdiff in a few days if necessary, when everything is built and there are no unexpected bugs.
