For Licq to be usable it must have a UI plugin installed. Previously
all plugins (UI plugins, protocol plugins, etc.) provided
"licq-plugin" which licq recommended. Licq could not depend on
licq-plugin as the plugins themselves depended on licq. This meant
that if recommends wasn't installed (or only a non-UI licq-plugin)
licq would not be usable.

To fix this the following changes have been made:
- The virtual package licq-plugin has been dropped.
- The three UI-plugins (-qt4, -kde4, -console) provide the new virtual
package licq-plugin-ui and recommend licq instead of depending on it
(to avoid circular dependency).
- licq now depends on licq-plugin-ui instead of recommending licq-plugin.
