Well, if it's not a bug in elmerfem, then it can't have been fixed in elmerfem and shouldn't be marked as such. If no changes to elmerfem were required to fix the issue, then it should be closed with no fixed versions.
How can we fix this wrongly handle bug for elmerfem?
Assuming the assumptions in my previous paragraph are correct, by removing the fixed versions. See http://www.debian.org/Bugs/server-control#notfound
