Uploading does not (necessarily) imply unblocking.  Often we'll check
the package once we're notified that it's been uploaded and then unblock
it, but not always.  Particularly for uploads that don't fix RC bugs, or
where we haven't been explicitly told that the upload has occurred, it's
always worth requesting an unblock.


I've now unblocked msn-pecan, so it should migrate during the next
britney run.
