If one ignores the embedded code copy then the remaining changes look sane enough for an unblock (and I believe I've managed to identify them all by going through the appropriately dated sections of http://fossil-scm.org/index.html/timeline?n=200&r=trunk&y=ci ). I'm sure the security team would be more than happy to have one less embedded code copy in the archive, even if it's not used, and a subsequent upload removing it would be highly likely to get a freeze exception.
