If this gets ever implemented, please add the following. Or consider as an alternative proposal (however, I have no official rights to submit this):
"If a package runs its testsuite during the build, and there is a patch applied for a bug not caught by the default testsuite, and if it is easy enough to add a testcase for the bug, it must be added."
