The basic rule is that FTBFS on our buildds are RC, and FTBFS that only 
happen in other environments are not RC.

Otherwise we would be back at the point of endless discussions around 
claims that FTBFS that only happen on single-core machines would be RC.

IMHO (not a member of the release team) reproducible rebuilds with 
nocheck would be a difference that might make sense both for build 
stability and build time at some point, but right now it's likely
best to try to minimize differences.
