GDAL 3.13.0 bumps its SONAME requiring a transition, about half the rdeps FTBFS 
and several of those have already been fixed, all others have patches in the 
BTS.


cloudcompare (2.13.2+git20240821+ds-5) FTBFS due to CSLConstList API breakage, 
fixed with the patch from #1134111.

libgeo-gdal-ffi-perl (0.15-1) FTBFS due to test failures, fixed with the patch 
from #1134118.

pgsql-ogr-fdw (1.1.7-2) FTBFS due to CPL_MIN() API change, fixed with the patch 
from #1134128.

python-escript (5.6-10) FTBFS due to unrelated reasons. (#1122465)

saga (9.9.3+dfsg-1) FTBFS due to CSLConstList API breakage, fixed with the 
patch from #1134153.

vtk9 (9.5.2+dfsg4-3) FTBFS due to CSLConstList API breakage, fixed with the 
patch from #1134162.

jeolib-jiplib (1.1.7+ds-1) FTBFS due to CSLConstList API breakage, fixed with 
the patch from #1134166.
