The lowest-hanging fruit might be fixing the frequent tmpfail like [1]:

Such tmpfail are creating additional ci load, preventing fast migration 
for packages like the linux kernel CVE fixes.

Before these tmpfail (and before the loong64 binNMUs), riscv64 debci was 
OKish at keeping up and might have handled the linux autopkgtests before 
you added hints.

This is not the only problem, but e.g. the ~ 1400 packages currently in 
the queue again after tmpfail for packages triggered by the dh-python 
upload (and then often failing again) are the reason why the queue is 
currently huge.
