Hi, if I see this correctly then OpenSSL does not migrate to testing because of "Autopkgtest for qatengine/2.0.0-8: amd64: Regression". Long story short: The package is using internal data structures from openssl which changed and the debci test goes now boom.
I filled https://bugs.debian.org/1131121 as grave on the Debian side an forwarded it upstream. Sebastian
