Dear Release Team,

I would like to request a transition slot for dlib. Because of breaking API
changes, I bumped the SOVERSION. dlib, with this new SONAME, has been accepted
in experimental and builds fine on relevant architectures.

About r-deps:
- - openturns builds against it;
- - vienna-rna also;
- - plastimatch FTBFS for other reasons (bug #1122455) and will get removed from
  testing on the 8th of January.
