As I understand it, please correct me if I'm wrong, but we were dropped for not keeping up not for any other etch release criteria. (I won't argue that we deserved it at the time.) <http://lists.debian.org/debian-release/2005/10/msg00079.html> We largely had addressed that point by the end of the year and we've done pretty well since then.
