libcgns hasn't been updated in a long time, apart from maintenance
fixes. I think we should update it to its new version, which is in
experimental.
I've confirmed gmsh builds fine with the new libcgns.
code-saturne already has other issues keeping it out of testing anyway.

libcgns migrated and the old binaries get removed from testing.
