Hi,
This update fixes #1092987, which is a problem introduced by a change in
HashiCorp Cloud Platform (HCP) that occured around 2025-01-10. HCP is
the default platform for Vagrant to fetch boxes (images).
The fix is to change the URL used when talking to HCP.
The same fix was used in Fedora.
[ Impact ]
Without the fix, users cannot download boxes, which makes vagrant fairly
useless.

No automated tests. I did manual tests of the main features.

Trivial change (one-liner).
